Reminders being listed for customers with no preferred location

Description

In the Reminder workspace if a customer has a single location that is NOT marked as preferred the reminder is actioned for List not Post.

If a customer has any location the reminder should be marked as post and utilise the standard location selection algorithm to ascertain which location to use for non email reminders.
